The "Batch Access Type" and "Export Access Type" dropdowns work along side the roles permissions. Please see the below for what these control.
Batch Access Type - This limits the visibility inside of the bulk actions page. This will not limit the ability to perform bulk actions.

Export Access Type - This limits the visibility inside of the CSV Exports page. This will not limit the ability to perform exports.

Can Export Data - Controls the export button on index pages/the ability to export data.
